When placed in the world, it generates Starlight which can be used to power other blocks from the mod through the use of the Linking Tool. Nothing that should skip/manipulate time works, and I see that as an issue. If they need to be attuned crystals, you'll have to progress far enough to build the attunement altar, at which point you just throw them on it when the constellation you've set it to is in the sky.
